Short answer: yes. Under the Florida Building Code, replacing a water heater is permitted work, even when it's a like-for-like swap in the same spot. It's one of the most commonly skipped permits, and skipping it can come back to bite you later.
Who Issues the Permit
It depends on where your home is, not your mailing address:
- Inside a city's limits, the city's building department issues it. In the Tampa Bay area that includes the City of Tampa, St. Petersburg, Clearwater, Pinellas Park and Plant City.
- In unincorporated areas, the county issues it. Carrollwood, Westchase, Brandon, Riverview and Town 'n' Country are all unincorporated Hillsborough County, even though many of them have Tampa mailing addresses.
A licensed plumber pulls the permit as part of the job, so as a homeowner you usually don't have to deal with the building department directly.
What the Inspector Checks
- Temperature and pressure relief valve and its discharge line, which has to run to an approved location so a stuck valve can't build dangerous pressure.
- Thermal expansion control. Many homes now have a check valve or backflow preventer at the meter, which creates a "closed" system. Code then calls for an expansion tank so pressure has somewhere to go when the water heats.
- Gas venting and connections on gas units: correct vent size and slope, proper clearances, and a leak-free gas connection.
- Electrical on electric units: correct breaker and wire size, and a proper disconnect.
- Drain pan where the heater sits somewhere a leak could damage the home, like an attic or interior closet.
Why It's Worth Doing Right
A permit means a second set of eyes on safety items that matter: a blocked relief valve or bad gas vent is genuinely dangerous. It also protects you later. Insurance companies can question water damage claims involving unpermitted work, and open or missing permits come up during home sales and can delay closing.
How Long Will a Tampa Bay Water Heater Last?
With our hard water, most tank water heaters last about 8 to 12 years. If yours is in that range and showing rust, leaks, rumbling, or running out of hot water faster than it used to, it's worth planning a replacement before it fails. Thinking about upgrading?
